Catalyzers for Social Insurance: Education Subsidies vs. Real Capital Taxation

چکیده

To analyze the optimal social insurance package, we set up a two-period life-cycle model with risky human capital investment, where the government has access to labor taxation, education subsidies and capital taxation. Social insurance is provided by redistributive labor taxation. Moreover, both education subsidies and capital taxation are used as catalyzers to facilitate social insurance by mitigating distortions from labor taxation. We derive a Ramsey-rule for the optimal combination of these two instruments. Relative to capital taxation, optimal education subsidies increase in their relative effectiveness to boost labor supply and in households’ underinvestment into education, but they decrease in their relative net distortions. For their absolute levels, indirect complementarity effects, i.e., influencing the effectiveness of the other instrument, do matter. Generally, a decrease in capital taxes should go along with an increase in education subsidies. JEL classification: H21, I2, J2, D80

We set up a two-period model, where individuals finance educational investment and first-period consumption by borrowing against risky second-period labor income. We show that the government should use both education subsidies and capital taxation to mitigate distortions, stemming from social insurance through labor taxation, and we derive a Ramsey-rule for the optimal combination of these inst...

Education, Wage Uncertainty and the 'Flat Tax Debate'

Educational risk and wage uncertainty are important features in human capital investment. Therefore, we apply an OLG-model, wherein human capital formation is exposed to idiosyncratic risk. Extending the instruments available for social insurance, a (Norwegian-type) two-bracket progressive labor tax system and education subsidies are shown to enhance the efficiency-insurance trade-off and to in...

Optimal Taxation of Human Capital under Uncertainty reconsidered

In a model with ex-ante homogenous households, income risk and a general earnings function, we derive an optimal labor tax rate and optimal education subsidies. It turns out that the distinction of risk-increasing or risk-decreasing education does not have much effect on the optimal tax rate, but is crucial for optimal education subsidies. Moreover, an optimal education policy allows for better...

Human Capital, Multiple Income Risk and Social Insurance

We set up an OLG-model, where households both choose human capital investment and decide on investing their endogenous savings in a portfolio of riskless and risky assets, exposing them to (aggregate) wage and capital risks due to technological shocks. We derive the optimal public policy mix of taxation and education policy. We show that risks can be efficiently diversified between private and ...

Redistributive taxation vs. education subsidies: Fostering equality and social mobility in an intergenerational model

Redistributive taxation and education subsidies are common policies intended to foster education attendance of poor children. However, this paper shows that in an intergenerational framework, these policies can raise social mobility only for some investment situations but not in general. I also study the impact of both policies on the aggregate skill ratio and inequality. While redistributive t...
